Yes, definitely a Monarch caterpillar. They do tend to wander a lot, especially when they're molting or about to spin.

Put it in a non-airtithight container with milkweed leaves for food and it will form a beautiful chrysalis, fascinating to see the metamorphosis occur.

No need to feed it milkweed, it has finished eating and growing and is looking for a good place to attach itself and form a chrysalis, which Monarchs tend to do away from their milkweed foodplant. Just keep it confined so it can't crawl away first, and in a few weeks an adult butterfly will emerge.
