Is the first one the Defense Secretary's plane?

That is likely Leon Panetta's plane--Sec of Defense. He lives in Carmel, and was there on Sunday. This info is aggregated info available to the public.

No wonder the Giants lost on Sunday. They must have showed up to the wrong game!

I believe it is Boeing E-4 Advanced Airborne Command Post, with the project name "Nightwatch". Panetta would not be on one of the 747s used for AF1 purpose. If the tail numbers are NOT 25000 or 26000, then it's not part of the AF1 fleet. (all gathered via Wikipedia).
